New Delhi, October 31, 2026: The Commission for Air Quality Management (CAQM) has developed a new Integrated Command and Control Centre called PAVAN-I3C to monitor air pollution and coordinate enforcement across Delhi-NCR. Union Environment Minister Bhupender Yadav reviewed the platform’s technology and operational readiness on October 30.
PAVAN stands for Platform for Air Quality Vigilance and Analytics for NCR. According to CAQM information reported by The Indian Express, the centre integrates more than 30 application programming interfaces and data streams, including air-quality and emissions data, weather information, satellite feeds, cameras, mobility data, complaints and compliance records.
More than 111 monitoring stations and 3,200 construction sites
The platform has integrated data from 111 continuous ambient air quality monitoring stations, around 2,300 industries, 3,200 active construction sites and traffic hotspots. Its monitoring areas include ambient air quality, crop-residue burning, construction and demolition, weather, landfill management, vehicle pollution, citizen grievances, mechanical road sweeping, industrial emissions and brick kilns.
The centre is intended to bring information from multiple agencies onto a common dashboard so that potential violations can be detected, analysed and referred for action. It is the second integrated command and control centre of this kind in New Delhi, after the one operated by the Delhi Pollution Control Committee.
Separate construction restrictions announced for November
Separately, Yadav said CAQM would issue an order to pause dust-generating construction and demolition activities across the National Capital Region from November 5 to November 20. Projects of national importance are expected to be exempt. The Indian Express reported that the formal CAQM order was to follow the minister’s announcement; the precise scope and exemptions should therefore be checked against the written order when issued.
The PAVAN-I3C platform is intended to improve coordination and enforcement, but its impact will depend on the quality of incoming data and how quickly agencies act on alerts.
